A New Zealand APEC Business Travel Card photo is 35 × 45 mm (413 × 531 pixels at 300 DPI) on a white or off-white background. The head must measure 29 mm (65% of the height) from chin to crown, which is the part most photo tools ignore — a photo can be exactly the right size and still be rejected for a head that fills too much or too little of the frame.
