A Finland ID card (online) photo is 500 × 653 px on a white or off-white background, saved as a JPEG under 250 KB. The head must measure 487 px (75% of the height) from chin to crown, which is the part most photo tools ignore — a photo can be exactly the right size and still be rejected for a head that fills too much or too little of the frame.
